SS2Tool says "Not a valid Game"

I created a new folder away from the program files and put both the SS2 Tool and Systemshock.exe together. It reads under the How to install system shock 2 tool header not to install with program files so I moved into the games directory separate from the files. Please do not be a dick. Thanks.

base SS2 install too incomplete - the resource files (crfs, avis) have to be intact at least. you.. didn't just move the exe away from program files, right? just Systemshock.exe definitely is not enough for the tool to work.
