I had a look at this tools but it seems like none of them are capable of extracting text?!
Is there another tool to do this? I remember that there was a program that could export and import system shock text files. But I can't find it anymore

You probably mean Gigaquad's translation utility. I think it already contains all texts in newslog.txt.

I have no need for the english version in newslog.txt., because I'm trying to get the french text.
Which kind of worked now with this program.

Not sure where to put this but I found a fan made level (really) called the Cortex Reaver Challenge. You can find it here. There's also a fan made "sequel" to System Shock here, unfortunately it doesn't use the same engine. It also seams incomplete.
