Change Melee Weapon Damage

Hi there, I played around a bit with DMLs and figured out how to tweak ranged weapons.
Now I want to change melee weapon damage (I am trying the Electro Shock = Laser Rapier), so the two stimulus (Act/React) need to change.

How on earth is that done? I could not find any mod that does this inside of a DML... can it be done at all?
