Should SCP (gamesys and resources) be used as a basis for FM creation?  I figure it has fixed a lot of bugs and optimized a lot of stuff so wouldn't it be better than using the vanilla shock2.gam?

If so, can I install SCP manually by copying the resource folders and gamesys over to the FMs folder, fixing anything I broke in the gamesys and that's it?

yes, if I were to start building a fan mission from scratch, I would definitely use the SCP gamesys and resources as base. the amount of issues that have been fixed is insane.

pop SCP into the FMs folder, rename the gamesys, and start hacking away. well, maybe wait a bit, beta5 is getting reeeally close. probably.

//here you could consider a fairly unorthodox approach - if you can, do all the gamesys changes via dml. that way, you will be able to just plug the beta6 (or 1.0, whatever comes after beta5) gamesys in really easily once it's released, not having to bother with tracking all the changes and reapplying them to your gamesys manually.

In addition to putting the SCP gamesys in the FMs folder, don't you also need all the resource folders?  Basically everything in the zip file except for the mis files?  And then after that maybe fix whatever broke from the gamesys changing?

yeah, apart from the mission files, you'll definitely need everything. changing the gamesys name shouldn't cause any problems, as long as your mis file is set to look for the new gamesys name.
