Ah. Apparently there's platform specific libraries from Qt that need to be included with the application in a "platforms" folder with the exe. Unfortunately I did not find that info on Qt's site. (of course not!)
Should work now; dug out an old windows laptop that did not have a bunch of dev libraries installed and it launches:
