I haven't ripped a DVD (converted it's contents to a digital format, for playing directly on a PC or media player) for years, so I was wondering what is the best Windows program for doing so nowadays? Something that will rip the DVD into episodes (it's a 3 DVD set of an obscure TV comedy from the 1990s) into .mp4, or .mkv, or whatever.

You'll probably also need libdvdcss if the DVD is copy protected.
Version 1.2.12 is apparently the last one that the devs provide precompiled for Windows. (Or you can compile the current source of libdvdcss.)
Just drop the DLL file into the Handbrake folder.
