Here's a question to consider:

Why would you not want to drastically change the core experience?

You only get one first impression, and the game is quite broken in several ways, which should become apparent during your first playthrough if you're paying attention.

Would you want to risk ruining that first impression by playing an inferior version of the game?

uhh.. what? his question is the most common one since the beginning of time - "what should I install to play the best version of the game?", and the answer is, SCP+SHTUP. there rest of the mods from the list I wouldn't consider mandatory, but sure, why not. the exception would be Rebirth, I would probably advise against it if it's the first playthrough - it's pretty much sitting there just because we have nothing else available in the AI model department.

Always SCP for bug and stability fixes. Consider SHTUP if you want a texture overhaul that's both tasteful and faithful. Other than that, don't bother with anything else for your first playthrough.

SHTUP is almost mandatory though, it not only ups the texture resolution but also fixes some issues, SCP will not look quite right without it. just like SHTUP will not look quite right without SCP, those two are pretty much symbiotic.

That's an absurd and arrogant thing to say to someone new to System Shock 2.

Any fixes you'd recommend for what you personally think is broken would be highly subjective and idiosyncratic. You're just overwhelming someone new to the game by offering them a writhing beaker of annelid worms.
