Audio error

The voices in the game get low and muffled at the start of the toturial and into the game to the point where I can't hear them.

make sure the positional audio sound bias slider is in the middle (audio options).

I have done that and it is. The issue apprears from basic training and outward, it is fine before that though,

keep eax and audio hw acceleration off. make sure the game is not installed in program files.

try setting the acceleration to openal. you might need to install it first.

Have you even tried using SS2Tool on that install?
OpenAL installation should not be necessary then.
