Very quick question:
Editing the "Midwife Shot" initial velocity value does not seem to do anything (tried both vanilla and current SCP's shock2.gam). It still moves at default value, even though the .gam saved properly. It does not seem this value is overwritten or inherited by something else.
All the other projectile speeds (example: player laser pistol) work properly with their respective new values. Am I missing something?

That's because when you create any AI that links directly to its projectile (which most ranged combat AIs do), it also automatically creates a concrete version of the projectile. Since the projectile initial velocity is one of the properties that gets copied to the concrete, it overrides whatever is on the abstract version in the gamesys.

right you are - completely forgot that projectiles work that way.

that basically means you need to edit the gamesys before you place the midwives on the map. for those already in place, you will have to check their links, find their linked projectile concretes and edit their velocity to see any effect.
