I notice that edited sound or music files only play if I render them in 16 Bit/Sample rate in my software. Is this normal for System Shock 2 or am I overlooking something?

yes, SS2 needs the sound files to have the proper format, ima adpcm iirc. the new VOs for the Christine FMs are 44kHz stereo 16-bit PCM though, so that should work as well.

basically, go here, get Ponterbee_Nightwalker_VO_Terri_Dark.7z, check the format of the audio files and make yours into that.
