Mods aren't doing anything?

I recently purchased the GoG version, and decided to try out some graphics mods. I looked at several modding guides here and on steam forums, and used SS2tool after installing to a custom directory (not program files). However, even though I've extracted the files into the DPM folder, none of the mods appear to have done anything. I've tried deleting them and redoing it, using the DMM tool, and nothing seems to work. I'm fairly new to pc gaming and especially modding, and really aren't sure what I'm doing. I'm on windows 7 64 bit if that matters.

Hello Aaron!
At the end of the newbie modding guide is a comparison image, showing what the game looks like with SHTUP and without. Please find that place at the start of the game (to the right when you step out of the tram) and make sure if SHTUP works.
If it does, other mods will work as well. Some changes are subtle and many aren't noticeable at all at the start.
