I have an android tablet, Qemu installed (limbo), Windows 95 imaged and booting, installed SS2 via iso in Win95.  I can only get as far as graphic card detection being told that I do not have a compatible card.  I am aware that SS2 supports about eight cards (Nvidia riva, matrox g200, intel 3d i740, s3 savage 3d, ati rage pro & 128).  I have tried the drivers that Win95 comes with and have downloaded specific ones with no luck.  Qemu to my knowledge will provide support for pc standard vga 16 color, Cirrus cards, vmware (vesa) and direct to a couple unix apps.  Any ideas or suggestions would be appreciated.

the emulators must provide working D3D6 acceleration, or you are out of luck.

You're aware wrong. SS2 isn't like some ancient DOS game that's hard-coded to support certain cards. It uses D3D, so it works with whatever cards have D3D drivers.

According to my superficial research Quemu does not support DirectX. Therefore marked as solved.
