For editing textures that came with the vanilla game, I know that I need to make the directories match, but do I need to make the file size and image size the exact same, or can they slightly vary?

If the image size can vary, does it resize the image for the space the texture is allotted, or is the texture just cut off?

all (new/hires) textures must have power of two sizes, and use supported format (png, tga, gif, dds and a few others, see the documentation). file sizes don't matter, but don't go nuts just because you can. object textures will be stretched automatically, terrain textures will need a mtl file that specifies the size of the original texture so the engine will know how to scale the new hires one (again, check the NewDark documentation).
