I'm just trying to add custom music to SS2 but when I add it, and play it through in the game it just plays back as white noise, I imagine this means I used the wrong formating, I rendered it as a .wav in 48khz, I thought it might've been because it was too high a hz value but I see other mods with the same value, any advice would be appreciated, thanks.

iirc SS2 audio should be saved in the ADPCM audio format.

I tried rendering the music in both 4 bit IMA ADPCM and 2 bit cADPCM for WAV bit depth as those are the two options Reaper allows me to render in for ADPCM and both results still caused the music to be played back as noise in the game, I did notice the noise was different however if that adds anything

WAVs have to be either PCM or IMA-ADPCM.

and it needs to be noted that some audio tools are not able to generate a proper file even though the correct format is selected, GoldWave for example.

I tried exporting the stems into Audacity and rendering it as a wav with Microsoft ADPCM encoding, still the same problem of it just playing back as noise

Expecting a game engine from
1999
to support 24-bit audio is... well it's something that's for sure. Maybe try limiting your bit rates and depths to CD quality.

The 16 bit pcm still plays back as noise, I have a feeling at this point the problem might not be the encoding, I've tried tweaking various settings but can't figure out what it is

download an already existing music mod, get the audio files loaded and see the format, then try to go with that.

Music requires ALL audio files to have exactly the same encoding. Even the silent parts.
